Observation

The program staff did not notify emergency services upon discovering the child was missing. Program staff searched inside and outside of the facility and communicated with additional staff to search. Program staff reports they were aware the child was missing for 5-20 minutes before the child was located with police. The child was found by a concerned citizen, emergency services were called by the citizen. Emergency services arrived to the child before the program became aware of police vehicles in shopping complex near the school.
